Profile of Desert Flower Africa Limited (DFAL)

Desert Flower Africa Limited is established in the year 2018, and registered as a non-profit development company in Sierra Leone. The non-profit development company was founded by a group of socially committed individuals in their pursuit of a better life for poor children and social development for the most marginal and deprived communities in Sierra Leone and the Sub-region. (DFAL as a development company) works to empower the most marginalized and deprived communities living in the rural and urban areas of Sierra Leone and the Sub-region. (DFAL) emerged out of the need to address the high level of ignorance and low level of self-development capacity that affects over eighty percent of men, women and young people in Africa.

(DFAL) operates under the vibrant leadership of the Director of Desert Flower Africa Limited, Rev. Fr. Peter Alpha Konteh. The Desert Flower Africa Limited is governed by a technical Management Board that comprises seven (7) members, who function as an advisory body and an oversight to the day-to-day management. The Management Board meets three times in the year to plan, evaluate and take informed decisions on the operations of the Desert Flower Africa Limited, and reports progress to the (DFAL) Director during the board of management and trustees meetings.

(DFAL) PROJECT IMPLEMENTATION

Staff of the Desert Flower Africa Limited will implement the project. The (DFAL) is a component of the development program of Desert Flower, which has the mandate of the Director of Desert Flower Africa Limited to carry out development programs in a sustainable manner and to ensure that the integrity of every human being is respected and protected

The (DFAL) beneficiaries will be encouraged to form development committees as key stakeholders in project planning and implementation. They will be facilitated to develop community development action plans which will inform staff of the (DFAL) in determining its implementation strategies.

Beneficiaries will be trained in basic modern agricultural practices, life skills, peace building, human rights, community animation, managerial skills, behavioral change, SBGV, HIV/AIDS, FGM/C and environmental education.

The training contents will be designed and delivered by staff of the Desert Flower Africa Limited through technical collaboration with MDA/line ministries.

Ministry of Education, Science and Technology; Ministry of Social Welfare Gender and Children’s Affair (MSWGCA); Ministry of Health and Sanitation; Ministry of Agriculture Forestry and Food Security (MAFFS); Ministry of Trade and Industry; and community members. Training sessions will be conducted in each region/country and training will be ongoing. Training materials will be procured and supplied by staff of (DFAL), guided by staff of the line ministries mentioned. Key community/group members will participate in the training.

(DFAL) has established a bank account and run a transparent computerized accounting and reporting system on the use of funds solicited. Withdrawals of money from the said bank account will be the responsibility of three signatories; two being adequate for every withdrawal. Bank statement will be obtained every month to monitor expenditure and will also be used for reporting. Authentic and valid receipts will cover all procurement/expenditure. Reporting obligation as stated by the Development Company/project implementation agreement signed by parties to the project will be fulfilled on timely bases and shared with all stakeholders.

INSTITUTIONAL CAPACITY

In order to enhance sound financial management and accountability, Desert Flower Africa Limited operates a computerized accounting system for recording and reporting on all financial transaction. The accounting system includes the production of monthly reports and quarterly variance reports based on management accounting that shows planned, actual expenditure and balance.

The personnel of Desert Flower Africa Limited works under a structured organogram and the standard of accountability to the community and beneficiaries for all humanitarian and development workers in Sierra Leone and other countries.

Desert Flower Africa Limited is headed by a Director, who works with a team of trained personnel that includes a Project Manager, a Monitoring and Evaluation Officer, Administrative and Finance Officer, Field Officers, Community Volunteers and various auxiliary staff such as office assistant, drivers and securities etc.

  1. Office space, office equipment and furniture;
  2. A vehicle and a motor bike for monitoring and supervision.

OPERATIONAL RESPONSIBILITY OF THE COMPANY

The Desert Flower Africa Limited (DFAL) responsibility to mankind is manifested in her humanitarian and development work. A wakeup call for humanity to participate in alleviating the suffering of the disadvantaged poor, marginalized and the oppressed. Hence the Desert Flower started operations in Sierra Leone in the year 2014 which was registered as a development company. (DFAL) non-profit development company has the mandate of the Director of Desert Flower Africa Limited to carry out the function of (DFAL), by implementing Humanitarian and Development Programmes in Sierra Leone and other countries in Africa, within the context of Integral Human Development (IHD). The Desert Flower Africa Limited operates mainly in collaboration/cooperation with, and assistance from Humanitarian and non-humanitarian service organizations within and outside Sierra Leone.

As Sierra Leone is still in the process of recovering from Ebola epidemic and a decade of destructive civil war, it follows that the (DFAL) new programmme focus is emerging from acute emergency relief and rehabilitation to a sustainable development recovery with a right-based approach. The challenges in this new focus areas are huge and diverse; especially a move in the direction of project/programme implementation adopting new concepts and focusing on “people-centered approach, rights-based and community-based participatory sustainable development”.

PROGRAMME CONTEXT

The Desert Flower operations in Sierra Leone over the years achieved significant impact in contributing to nation building, community rehabilitation and reconstruction. A good image has been created, which has given the organization a credible reputation of a trustworthy, transparent and accountable development company limited that effectively and efficiently implemented relief and development activities in collaboration with governmental bodies, UN agencies and non-governmental/international organization in Sierra Leone and abroad. The capacity to implement at field level seems basically adequate to address emerging issues and trend of development, but this need to be strengthened with adequate needed funds/logistics in order to face the challenges of effecting a shift from relief to sustainable development. The programme is currently in a transition phase; from relief/emergency to sustainable development. Current programme thematic areas include the following:

  • Primary Health Care delivery/services;
  • Agriculture/food security;
  • Support to primary, secondary and post-secondary education;
  • GBV/FGM/C, HIV/AIDS awareness raising and mitigation;
    • IGA, through small scale business management training and revolving micro-finance scheme;
    • Social infrastructure; construction of community assets: schools, multi-purpose centers, water wells, latrines, hospitals, clinics, etc; and
    • Peace building, good governance, human rights.

The traditional geographical coverage as of now is (Sierra Leone). The estimated beneficiary population covered is about 1 million.

POLICY

Desert Flower Africa Limited (DFAL) is a development company whose purpose is to assist in the development of the people in Africa and the world at large. The work is carried out to assist people and communities, irrespective of race or religion; to promote long-term sustainable development. Its special concern is for the poor, the marginalized and the disadvantaged, prioritizing education as a tool for structural change. The basis for structural change which is education, seeks to involve every person in social transformation. Education is understood as the formation of the human person, which makes him/her capable of educating and evaluating the need for social change, helps him/her to appreciate the values required for development and helps him/her as a free, autonomous person to cooperate with his/her community and the nation in the harmonization of life.

PRIMARY FOCUS GROUPS

In the next 5 years the Desert Flower Africa Limited (DFAL) Programme interventions will primarily target the following focus groups:

  • Vulnerable youth, women, men and children;
  • Rural and urban communities;
  • Returnees and host communities; and
  • Women/Girls groups/organizations.

THEMATIC FOCUS AREAS

During the period 2018-2023, programming will focus on the following thematic areas:

  • Girls Sponsorship in Primary, secondary and post-secondary education;
  • Primary Health Care delivery;
  • GBV, FGM/C, HIV/AIDS sensitization and education;
  • Sustainable development: agriculture/food security and the environment, water and sanitation, construction/rehabilitation of social infrastructure, income generating through small scale enterprises development and micro-finance;
  • Entreprenuerership, Production and marketing;
  • Capacity building for communities, partners and staff;
  • Advocacy issues raised by groups/communities; issues on
    • Peace and reconciliation;
    • Women’s and children’s rights;
    • Gender awareness/mainstreaming;

    • Good governance.
